What Rodents Can and Cannot Chew Through
The fundamental question in exclusion is not "will this fill the gap?" — it's "can a rodent chew through this material?" Rats can exert bite forces comparable to a dog. Their incisors grow continuously and are designed for gnawing — it's not just a behavior, it's a biological necessity. They gnaw to keep their teeth from overgrowing.
Material hardness and structure determine how long something survives rodent contact:

Why Expanding Foam Fails
Expanding foam is one of the most commonly used and most commonly misapplied pest exclusion products. It fills gaps beautifully, cures firm enough to sand and paint, and seems like a solid barrier — until a rat decides to use the gap again.
Cured expanding foam has a consistency that's well within a rodent's gnawing capability. A motivated rat or mouse will chew through a foam-sealed gap in hours to days. We see this constantly when we inspect properties that have had "prior work" done — foam fills that have been neatly bored through, sometimes with the fresh foam shavings still visible on the floor below.
Foam has a role in exclusion — as a backing material over copper wool, or to fill air space in a cavity that's also been stuffed with copper wool and capped with metal. By itself, it's not exclusion. It's decoration.
Steel Wool vs Copper Wool
Steel wool has the right idea — it's a fibrous metal that rodents struggle to gnaw through — but it has a fatal flaw: it rusts. Within months of installation in an outdoor or humid environment, steel wool begins to corrode. As it corrodes, it compresses, shrinks, and eventually turns into a loose, ineffective plug that rodents can pull out with their teeth.
Copper wool (Xcluder is the leading professional brand) solves both problems. Copper doesn't rust, which means it maintains its density and structural integrity indefinitely. And unlike steel wool, the thicker gauge of professional copper wool products makes it difficult for rodents to compress or separate — it springs back when force is applied.
Professional exclusion applications use copper wool packed tightly into the gap, then finished with a bead of polyurethane sealant to lock it in place and seal the air gap. The copper blocks; the sealant secures and weatherproofs.
Foundation-Level Closures
For gaps at or below ground level — foundation cracks, where the slab meets the wall, around utility conduits entering the foundation — concrete patch or hydraulic cement is the right material. It's hard enough to resist rodent gnawing indefinitely, bonds permanently to the surrounding concrete, and can be finished smooth.
Gaps around pipes at foundation level should be packed with copper wool before the concrete patch is applied, to fill the air gap around the pipe itself.
Hardware Cloth for Vent Screening
Foundation vents and crawl space sub-floors are one of the most common rodent entry points in older homes. The original galvanized screens corrode and develop holes. Replacement with galvanized hardware cloth — ¼ inch mesh — is the correct fix.
Use ¼ inch hardware cloth, not the larger ½ inch mesh sold for garden use. A ¼ inch mesh stops mice (which can compress to 6mm) as well as rats. The ½ inch mesh stops rats but not mice.
